    All out assault on cities brings great loss of life which is not desired, as opposed to harassing non-precision artillery fire which is to be expected. Building destruction is objective with population assumed sheltered.

    We measure "collateral damage" as considering general military strategy. Russians do not wish to waste expensive and dear resources, and this spares the population a full, brutal assault , but does not spare them from the disease, famine, and lack of necessities during the siege.
    But Kiev not fully cut off yet.
