It reads …… These 12 000 satellites will have a weight between 100kg and 500kg [1]. To send one kilogram into low Earth orbit aboard the Falcon Heavy, SpaceX's rocket, costs the public about 1600 $ [2], but it is likely that SpaceX's recharge willbe around 70% once the first stage of the rocket and fairing are recovered [3], so the cost per kilogram of SpaceX should be around $ 400. So there are two horns:the C2 of the PNN in the circumterrestrial vacuum
Solution 1)
Theoretically and perhaps in the near future SpaceX COULD bring "always theoretically" a 30 kg of a Sub321n8 (with solar panels, accumulators and more batteries, + C2, etc ..) in low orbit at the modest cost of about $ 12,000 ... !
... and then from there to maneuver for our kaiser with a C2 implemented through with something like this (at least 2)

The thing would be a real PNN drone!
Solution 2)

What tigers? Without teeth and nails, they are like sheep :-)

In the meantime, since the world started, for what you want to do TL / TM is used as an acronym (for telemetry / telecommand). C2 I think it's Fascist stuff on Mars.
Then, since the world has been the world we know that communication latency prevents complete control from the Earth in real time, so instead of> thinking about cellular networks / other things,
I would recommend studying automatic systems implemented directly on the OBC. Downstream of solid mission analysis, of course.
