They still don't have a launch license from the FAA. But they must be quite close to obtaining it because the are now planing for a launch on April 17. Even Elon with his wishful thinking calendars wouldn't plan for a launch in less than a week if he wasn't close to having the launch license.

I believe these acronyms commonly mean
NET = Not Earlier Than
NLT = Not Later Than
So, NLT is what is usually meant by a "deadline", while NET is like an "aspirational schedule".
