Following 2014 invasion of Ukraine, Russia lost access to the Zenith
rocket which was made in Ukraine.
Roscosmos and Kazakhstan decided to jointly design/build Soyuz-5 which
would replace mid capacity Zenith and with less dangerous propellants.
The fight is because apparently, Russia has not been paying its share of project so Kazakhastan decided to seize the Soyuz 5 assets/project.
That leaves Russia with Soyuz and hypergolic Proton.
