There was definitely a short inside the analog meter movement. The
armature itself was shorting on the metal body and there were two extra insulating washers on the terminal plate that were redundant. I moved
those underneath the armature one at a time so that it was easier to
align the screws and there was no risk of bending the indicator needle.
I double-checked the wiring again and found a cold solder joint on C-3,
which possibly explained why the A/C mode wasn't responding previously.

It's all working 100% now. I have to grab an A/C source to calibrate the
AC mode, and after that it's getting put back together.

I'll be building another 1.5v battery eliminator for the EICO model 221
that is up next.
