Alright, well the Ukraine war is top priority, yet we have crazy congress people voting that would favor Putin's Russia. Has anyone checked to see how much money is poured into the campaigns of these crazy congress persons by Russia, and its oil money.
Certainly Trump benefited from a flow of money by Russia into his campaigns, but how much Russian money is flowing into Jordan, Greene, Gaetz??

But to solve this ongoing and seemingly perpetual crisis of holding the USA hostage to crazy and crippled in mind Congress persons every time we have appropriations bill before the House, but the opposite party (sometimes Democrats but mostly Republicans
use this tactic), how to solve this once and for all.

And it is a matter of education, not only educate the foolish congress person but educate the voting district that the fool hails from out of.

So what is the Counterbalance Technique???

Good question and Pres. Biden is about to use it for aid to Ukraine.

Simply put, no new moneys are appropriated but then the President through his Emergency Powers Act can rechannel monies already appropriated.

So, we look to see what government military and agencies and funding is pouring into the voting district of Jim Jordan, of Matt Gaetz, and of Marjorie Taylor Greene and reallocate all that monies to the needed aid of Ukraine. If in Jim Jordan district,
they make military hardware, reappropriate those contracts to another district. If in Matt Gaetz district they have a Air Force or Naval base with F-16 fighter jets, reappropriate them out of his district and send them to Ukraine.

In this manner, the Counterbalance plugs up foolish and idiotic congress persons that hold the USA and the entire world, hold them hostage to the imaginations of stupid fools elected by foolish voting districts.

Congress should be a collection of people for whom the general public and view and see who are the rogue idiotic fools and then use the CounterBalance Technique to get rid of them in the next voting cycle.

I was reading on BBC yesterday why holding the USA hostage by a few foolish Congress persons is a uniquely American folly. And the BBC said that only in American democracy is it where the two party system and destroy the government itself by holding the
other party hostage. This is a flaw in the USA system which other democracies wisely cut out of their framework.

Now there was an idea in one of these government shut downs, I believe when Obama was in office. The idea that Obama has a special printer that prints up a $1. trillion dollar bill and deposits it and the government continues as usual. Now I am not quite
understanding how this mechanism actually works. Does it mean everything goes as what the last spending appropriations were. And so when another such appropriations comes around and if Congress stalls again, the President prints out another $1 trillion
dollar note and the government carries on like nothing happened.

This idea was not mine but it was floating around in one of the shutdown drama scenes.

It is worth a try, I believe, to force Congress into enacting a law that forces them to "govern" not play games.

Printing up a $1 trillion dollar note, is certainly more preferable than shutting down government.

And if President Biden pulls off this trick, which would surely get Aid to Ukraine. I suppose the only recourse for Congress is they have to make a law that prevents Government shutdowns.

So, President Biden--- go for it. Print up a $1 or $2 trillion note, and deposit it into the treasury to carry on and especially the Aid to Ukraine. And force the silly and sick Congress to make a law that prohibits them from shutting down government.

Alright, yes, I found perhaps the nicest and cleanest and most logic means of solving these peptic ulcer budget crisises perpetrated by rogues in Congress.

Probably somewhere in the Constitution it is written with words to the effect that the government is a ongoing continual process. When Congress cannot pass a Budget bill and threatens government shutdowns is against the Constitution and it is the right
and duty of the President to step in and execute actions that gets a budget bill.

I recall vaguely some decades back of Congress being locked in until they passed a important bill. It got so bad that people were falling asleep on the floor and no showers or bathing nor food.

Well, do the same with Congress whenever they want to hold the USA hostage to their silly bickering, and attention grabbing nonsense.

If the deadline to a bill is a week away, and no bill in sight, lock them into a room from orders of the President, with only water allowed in and out. Maybe 2 weeks so they can smell the odors of their own mis-imaginations.

Call it the Lock-down of a Recalcitrant Congress.

But it has to work so that a few Bullies do not ruin the vote of the majority. And in that situation if the Senate passes a Budget Bill and if members of the House vote "yes" on the Senate's bill, then they can leave the room. And the room in Lock-down
is only the few fools, the bully fools with they holding America hostage.

Now this Methodology is effective in a recent case also, where a Senator, I believe held up the appointments of military leaders. Held up their promotions in limbo, all because I did not like a abortion rights of military members. This caused outrage in
the military ranks. So in this case also, well, the president puts the rogue senator into a lock-down room. Until he concedes to better behavior.

Yes, this is gradually taking shape and form. Often, logical reasoning takes a bit of time to condense around the focal-point-issues of a complex topic. It is written into the Constitution, perhaps not directly and openly and visible that all can see,
but that the government under the Constitution cannot be shut down but must run actively and continually, without any breaks. I shall look for sentences and statements that the USA govt. is prohibited from shutdowns. And the plain fact of government
shutdowns is a uniquely American phenomenon, for no democracy in Europe has anything remotely resembling the USA govt shutdown over no appropriations bill. In Europe, the treasury and prime minister are of the same party. It is in the USA where different
parties clash, but the Constitution was never read properly and interpreted properly. I am almost sure there are "continual operation of the government implied in the Constitution.

Simply the phrase "operation of government" or "government is open" or the "transfer of power" is implied a Continual and continuous government.

Just the phrase "transfer of power" is a continual process, not one of breaks and shutting down.

Thus the phenomenon as of late in USA history (when was the first govt shutdown???), this shutdown of government is illegal in the USA. And the President must take action, even imprison those Congress persons who veer and teeter the government over the
cliff into a shut down.

It is the job of the chief executive to keep the Congress working fluidly, a steady flow of work and to cite, fine, even imprison those that are bent on shutdown.

Before, the Congress persons thought that they could do anything with the government, even shut it down and not do their work. No, the Constitution if properly read and interpreted will make these Congress persons shown to be criminals of the laws of the
Constitution.

Even that Congress man who is holding up military promotions, under the Constitution should be in jail by now.

This is probably going to end up in the USA Supreme Court, but I do not know if the Roberts court has enough logical marbles in the head to understand several clauses of the Constitution do not allow for a "shutdown". Do not allow for shutdowns.

And thus the President of the USA in his executive powers must stop the stalling and thwarting of the running of government. He/she must not allow for a shutdown and must forcibly step in and stop rogue Congress persons from shutting down the government.

And even charge and go to jail Congress persons bent on shutting down the government.

So in this next Budget battle coming up in November, the President should convene and step in forcibly if Congress is playing their same childish naughty games.

Perhaps even send in police and jail for a night or two rogue congress persons who are bent on disrupting millions of Americans lives with their lunacy of government shut downs.

President Biden, you are going to have to take full control of your duties as President, which may certainly mean locking up Congress persons who threaten to not do their job of appropriations on time-- threatening not only the Ukraine war, but any

Was watching the PBS Newshour tonight and it was said that Trump endorsed Jim Jordan of Ohio for next speaker of the House.

In my opinion he belongs in jail, not as House Speaker.

And can someone analyze the campaign monies collected by Jim Jordan over the years, for I have a hunch that large sums come from Russia to enrich Jim Jones, for he is a government disrupter, not a govt builder. This is another huge problem of the Supreme
Court allowing any amount of money from unknown sources be given to political campaigns in America, for in effect the Supreme Court sold American democracy to Russia and China with that decision.

In the UK, the election is held with only a campaign 3 months out, while in the USA, the campaign can start anytime and usually starts 2 years out, with folly and holloballoo 2 years out, filling mailboxes and TV waves and front door bells ringing
whether you like it or not. In the UK, a campaign is limited to only so much money, in the USA no limit. So where the UK spends millions in getting its government the USA wastes billions in getting its government. And silly Supreme Court decisions only
execaerbates the problem. In the UK they can use that billions of dollars saved from campaigning to make their medicine and education system richer. While in the USA, the waste of billions in campaigns is truly a treasure thrown down the sewer.

Once in office in the House and where their job is to complete a Budget Bill, those members are more focused on the next campaign fund raiser, than concerned about their job as Congress person tasked to form a budget bill.

How difficult is it with Citizen's United to check out how much of a candidates campaign funds come from Russia or China?

In the last crisis of House unable to make a Budget Bill and threatening to have a government shutdown. If those Congress persons campaign monies were investigated, would we find that everyone who voted no on Ukraine aid, was receiving campaign money
