    There's a CYA word....American Indians had no alcohol issue until
    'firewater' was given to them .... so what was their issue before
    this?

    Alcoholics can self rectify...but sometimes, their issue is related to
    social relationships...a family/group tradition to drink.

    Child behavioral issues can be related to set/setting
    environment...parents with issues.
