Difference between domain blocks and codebuch in fractal image compress

Hey folks, I started to try and implement fractal image compression as part of a university course. My question is, what is the difference between the domain blocks and the codebook? As far as I have understood it the codebook can be made up of
overlapping domain blocks. Is that right?
