I doubt it. His coords point to a bunch of satellite dishes - which you
really wouldn't want at a reference ground station (blocks sky view).
The actual site is 1160 m away from his coords. (Too much for a datum
mixup).
The difference between WGS-84 and PZ-90.02 is said (Wikipedia) to be
less than 40 cm in any direction.
The two sites are on the same road.
