A big player in this issue has to do with deceptive
practices. California hasn't REALLY reduced nasty
emissions - it's just moved them out beyond the
city limits. What really powers yer electric cars ?
Coal and oil power plants.
Alas, wind blows ....
There are also more and more people living there,
a lot of them lower-class. This means they live in
energy-inefficient houses and drive old beaters
they can afford. The upper classes, that can
afford it, look all ultraclean and energy efficient
and THAT'S what you see on TV.
So, look at California as a Hollywood set, far
more image than substance when it comes
to pollution-reduction.
As for Delhi ... their main problem is the old
practice of burning farm fields - combined
with the tendency for a stagnant dome of
high pressure to form over southern asia.
This weather phenom is causing widespread
pollution issues even down into Australia,
trapping very hot polluted air for months out
of the year. As the particulates in the pollution
intercept solar heat and transfer it to the air,
the more pollution the hotter the air gets and
the more set-in the weather pattern becomes.
Expect summer heat fatalities to keep rising
sharply every year. In 25 years some areas
in south asia may become uninhabitable by
most humans.
