Didn't Nigel Kneale write a television horror story based on that?

It sounds to me like one of two things:

1- In the analog realm: some component failure has caused an amplifier
    to begin oscillating.

2- In the digital realm: a piece of decryption/decompression code has
    begun looping over bad data.
