    Some people just aren't getting how expensive extreme weather has become. And the very large increase in structural design and construction required to build 'resiiency'. As an extreme example, the typical above ground tornado shelter, built to FEMA
    standards, is $1000/sf.

    It's now about 0.2 PPM/year in the USA. A $100K shelter values a human
    life at $500 billion, $100 billion each for a family of five, assuming
    they get into their shelter in time, which isn't especially likely.

    Radio broadcast warning became possible around 1925, which probably save a few lives.

    Weather radar - when it came into use - could pick up tornadoes earlier and from further away than visual observation.
