It's not clear that Biden actually has the authority to do this using an executive order, and he knows it. At minimum, it would require a law. But there is an election real soon now.
Nor is it likely that any non-US entity will even notice.

Israelis starting moving back into Palestine about a century ago. They bought the land the land they occupied. The Arabs tried to get is back by theft around 1948,
which really was a land grab, and made any subsequent peaceful co-existence rather difficult. Hamas didn't want peaceful co-existence, and has worked brutally hard to make it impossible.

The Americans - and most of the rest of the world - prefer Israel to Hamas. Anybody remotely sane would. That doesn't make Israel all that attractive.
All the words the UN says to stop the killing of civilians there have no effect it seems.
Israel is more interested in getting rid of Hamas than they are in cultivating the good opinion of the world. Hamas uses the Palastinians as human shields which is rather more revolting than anything the Israeli's have done.

Biden didn't start any wars. If Iran tries to use it nuclear weapons it will cease to exist. It could do a lot of damage in the half hour before if got flattened, but it wouldn't be WW3, just few spots of localised obliteration.
