I've yet to drive a car where the handbrake, firmly yanked on, is enough
to slow the car much: the handbrake is enough to hold the car when it is
already stationary but not to slow the car very much if it is moving.

I can tell you from personal experience that, at least in some
    cars, it works fine.

I had the brakes on my beloved Honda Insight (the first and
original model, accept no remakes/redos/imitations) replaced
    on a routine maintenance repair.

I then got on the highway and drove about an hour.

When I slowed down at the exit, I notced a very ugly
    shudder on a front wheel.

I pulled into a parking lot, slowly went back and
forth and braked here and there, and figured out
"something" was loose on the front tire brake assembly.

Now... in the normal course of events I'd have
pulled over, called the shop, and MADE THEM
arrange a tow and immediate repair, but...

... but ... it was Saturday evening and 75 miles
away, and I was picking up my wife at the train station.

So... I waited for her at the Amtrak stop, picked her
up, and then drove back onto the highway. I yes, used
the hand brake to slow down and stop at the couple of
red lights / stop signs before the highway, then used
it again to slow down at the exit, stop at the
intersction, rinse/lather/repeat until we got home,
and then the same Monday morning enroute to the shop.

Fortunately it was the front brake and not the rear,
so yes, the direct link hand brake trick worked.

But from what you've said only one front wheel was non-braking.
