    The dam was under-engineered. It was not designed to withstand a lake 'burst'. It was engineered around nominal flow rates of the river to produce hydroelectricity.

    It was Lake Lhonak that did the bursting, not the dam. The lake is naturally bounded by a glacial moraine (gully), and the torrential rainfall caused it to overflow the moraine and come rushing at the dam at 15 m/sec. I guess 'bursting' refers to
    overflowing an enclosing moraine. That's quite a lot of water, and moving at that speed it ended up washing the dam away very quickly. That's the problem with mountainous terrain, the elevation drops with distance are not good.

    The whole concept of allowing those people to live downstream was irresponsible. They should have been made to move.

    natural disaster, it was man-made.
