    GOP, and other simpletons, will be up in arms over this as just another neo-liberal giveaway. But the factor of the matter is most debt is among uninsured and underinsured who have been billed at 10X the rate the health providers accept as payment from
    private/ public insurance agreements. I'm guessing about that being mostly true.
