German academic who explained 'arab riots': surplus young men?

Who was that German academic who explained the 'arab riots' as being
caused in any society, with a mass of unemployed young men, and
where the evolved correction-mechanism of war has been supressed?
Since eg. Africa is so corrupt, perhaps it NEEDS to discipline of Islam.
Of course African's are no more corrupt than "your shoe is jealous". "Corruption" is just a 'Western' concept which is alient to Africa.
