I would probably use a travel agent for somewhere remote like the
Andamans or Laccadives, Sikkim or Jammu & Kashmir.
I don't think I'm allowed to go to Jammu & Kashmir.
Foreigners can't go to Mizoram or Nagaland and maybe Arunachal P, I think, and a couple of other states you need the inner line permit. J&K is open I believe.
Looks like you're right, but those dear chaps at the FCO don't think it's terribly safe...
