There has been a new report issued to the kyokai that
recommends that there no longer be ichidai toshiyori
(the life-only elder shares previously issued to Taiho,
Kitanoumi,and Takanohana and declined by Chiyonofuji)
just when Hakuho is nearing the point of retiring and
being obviously qualified to receive one.
The only way out of seeing this as a slap to Hakuho is
if they instead go all the way back to the 19th century
and let his name become a full-fledged permanent kabu!
