It is useful to know that state law here dictates that the maximum penalty for personal consumption amounts is a written citation will a maximum fine of $100, which can be waived if the person contacts a treatment referral service. There's no requirement to start treatment, just to make contact with the referral service.

There is no increment in penalty--no increase in fine or jail time--if the fee is not paid.

..and of course, if the recipient is homeless, LE may not be able to easily find them again, so there are fewer and fewer citations actually written.

Does this look like something you'd find positive?
Portland sounds messed up. In Minneapolis the police have stopped responding to many crimes, even auto theft, also messed up.
well you personally told them to stop arresting crims, you also fully backed defunding them, remember? what exactly did you expect to happen??

Wow. I did not. What's your problem? I know, stupidity and low self-esteem. A winning combination!

Very similar here, especially no response. Seems the same in the major
    west coast cities.

I wonder why/how, and if/when this will improve?

It will only get worse as long as governments in the west swear in the
name of immigration, inclusion & such woke rubbish. West is getting
    destroyed from the inside.
Oh wait... what am I talking... this junkie is white, of course. As they
    always are.
