Apparently, the NCAA Division I Board of Directors is going to vote in August to implement some major changes to the transfer rules.
First, it would get rid of what's left of the one-year sit-out rule. Right now, the first time you transfer, you can play immediately, but after that, usually you still have to sit out a year.
Second, transfers would only be allowed in certain time periods.
For football (oh, and other fall sports), transfers would be allowed May 1-15 and for 45 days after the sport's NCAA tournament selections are announced, with possible extensions for FCS tournament and CFP playoff teams because of how long those take.
For men's basketball (and all other non-fall sports), transfers would be allowed for 60 days after the tournament selections are announced.
Third, if a school takes in a transfer, it has to honor the scholarship until the athlete either (a) enters a pro draft, (b) transfers, (c) graduates, or (d) runs out of eligibility - and even if the player is cut from the team, the scholarship still
counts against the team's limit unless the athlete is "medically disqualified."

The decision is in: the NCAA did not get rid of the "you can't transfer for free more than once" rule.
However, it did make these changes:
A transfer athlete that receives a scholarship must be guaranteed that scholarship until they graduate or their eligibility runs out.
There was talk that, if an athlete is hurt, the scholarship would not count against the team's limit in that sport, but that doesn't seem to have made the final version.
The transfer windows have changed:
The football window (May 1-15, and 45 days after the FCS bracket is announced) now applies to all fall sports, with the 45-day window starting the day after that sport's NCAA championship bracket/selections are announced.
The basketball and other winter sports window remains at the previously announced 60 days following the bracket/selection announcement.
The baseball and other spring sports windows are now December 1-15 and 45 days following the bracket/selection announcement.
Additional time will be allowed if an athlete (a) is in the CFP or BCS championship game, which are outside of the football window, (b) has their head coach leave, or (c) has their scholarship reduced or removed.
