    I saw a video with a retired USA nuclear officer. He said that he
    seriously doubted that the Russians have spent the $10 million per year
    per missile that is necessary to keep them operational. If I can find
    the link I'll post it.

    IIRC, they have to rebuild their warheads every 10 years. Who knows how many of them actually are actually functional and can get either full yield or anything other than a really expensive dirty bomb. I have no desire to find out, but between the
    warheads and delivery systems, given the state of the rest of their forces, I doubt they are anywhere near stated capacity.
