    So, does the NFL expand to 40 teams? (Of course not - and there's not going to be any sort of high school draft or ban on transfers (i.e. "you transfer when you're traded"), either.)

    Here's an idea:
    22 (or 23) bowl games - one for each pair of teams, plus 2 more for the playoff semi-finals, and if they want to make the championship game a "bowl game", that's 23.
    At the remaining 90 or so schools, full scholarship football continues as normal, but they have their own NCAA Division I-A (and rename FCS as I-AA) tournament.

    My idea is about eight fewer teams, but the situation basically goes about where SI is thinking -- I just would have eight fewer teams. (And some of them would only exist as a function of NFL tie-ins.)
