Probably just negotiations bluff or doing due diligence on a Big XII offer too. The big surprise to me is that the B1G is not offering Washington and
Oregon equal revenue shares, which is why they are wavering. IIRC this
would break longstanding B1G precedent of equal membership and would quite frankly make it look more like the old Big East.
If true it also tells me the B1G has reached the limit of financially feasible expansion, if the only way they can make it work is to have tiered financial membership.

A ramp-up to a full share makes sense. The implication I was getting is
that Oregon and Washington’s reduced share is permanent. That was the only explanation I could think for them letting that stop them from joining, I can’t believe any school would refuse to take a short term hit for such a long term benefit. But now they appear to have joined after all so maybe it was a ramp up to an eventual full share.
Also re: Maryland their financial situation was so desperate when they
joined I thought the B1G agreed to bail them out by accelerating their full share.
