    tl;dr:

    PAC 12 presidents chickened out when Larry Scott wanted to raid the Big 12
    in 2011

    Kliavkoff didn’t get full authority from the PAC 12 presidents when he was hired. This is both his and their fault.

    PAC12 failed to move quickly enough to get San Diego State because they
    were too process-bound.

    Meanwhile Big 12 was proactive and aggressive, so it won.

    This was a total failure on the Pac-12's part. SDSU wrote a letter to the Mountain West informing them of their exit, expecting the Pac-12 bid. When that didn't materialize, the Mountain West let SDSU back out of the letter, but their exit fee doubled
    due to the date being later.

    SDSU isn't a great get, but it would have put the Pac-12 back in the Southern California market, and SDSU was coming off a trip to the NCAA title game in basketball.

    The big surprise to me is that the B1G is not offering Washington and
    Oregon equal revenue shares, which is why they are wavering. IIRC this
    would break longstanding B1G precedent of equal membership and would quite frankly make it look more like the old Big East.

    If true it also tells me the B1G has reached the limit of financially
    feasible expansion, if the only way they can make it work is to have tiered financial membership.

    Probably just negotiations bluff or doing due diligence on a Big XII offer too. They’re reportedly only getting a small share of the B1G money, way more than PAC-xx would be likely to get, but still a huge amount of travel costs can eat that quickly.
    Or maybe they just really want to wait until Arizona accepts so that they can blame them.

    Looks like Washington and Oregon made the jump before Arizona. I think Washington was worried about cost, but even a reduced share minus travel expenses seems to be better than what the Pac-12 had minus those travel expenses (which aren't negligible for
    Washington there either).

    A ramp-up to a full share makes sense. The implication I was getting is
    that Oregon and Washington’s reduced share is permanent. That was the only explanation I could think for them letting that stop them from joining, I can’t believe any school would refuse to take a short term hit for such a long term benefit. But now they appear to have joined after all so maybe it
    was a ramp up to an eventual full share.

    Also re: Maryland their financial situation was so desperate when they
    joined I thought the B1G agreed to bail them out by accelerating their full share.

    Oregon and Washington definitely got an inferior deal. USC and UCLA will
    start with full shares. Quoting:

    Oregon and Washington will receive a reduced payout, Scholz confirmed,
    compared to current Big Ten members and to USC and UCLA, which are
    projected to receive more than $60 million each in media rights revenue
    from the league starting next year. A person familiar with the negotiations said the Ducks and Huskies would receive about $30 million per year, with annual escalators.
