I think the IOC was smart not to give the 2020 Olympics to Doha, considering that several Arab nationsl have just cut off relations with that Qatar.
If the 2020 Olympics had been given to Doha, the IOC would have almost certainly have had to award it to a new host. There is no way a new host
would have been ready in just 3 years, for a summer Olympics. The IOC would have really been up the creek, had they given the 2020 Olympics to Doha.
