    It should really not be. But then I would be in favour of banning
    run-ups completely. GK can't move forward, why should some restrictions
    not be placed on shooter. And it is not as if the run ups are
    necessary. Many players don't take anywhere NEAR as long a run up when
    taking a direct free kick and going for goal.

    Lewandowski reached the ball but instead of shooting it, he
    jumped and the jump does not take part of the run-up.

    I know than football's players are not the most disciplined,
    but if almost ALL the opposite team goes into the penalty area
    at the same time AND the goalkeeper goes two meters ahead the
    line still at the same time when the kicker shoots, it is very
    likely that everyone was expecting the kick to be done before
    so that the kick has been feined.
