After Finland's qualification for Euro 2020, Israel is the now the biggest underachiever in Europe -- i.e., the team with the best rating in terms of population and GDP per capita never to qualify for a major
international tournament from UEFA
My hunch feeling for Euro 2024 first-time qualifier would be Luxembourg. They've been doing really well.

Luxembourg played a good campaign, but fell a bit short in the end (but still have the opportunity to make it via playoffs).
Nevertheless, there are two surprise teams that could clinch a first ever qualification for Euro 2024 with an away win on the last matchday -
Moldova in Prague, and Kazakhstan in Ljubljana.
Ciao,

Albania could too I think; that would be a major surprise.
