IARUMS NEWSLETTER - INCREASE IN UNIDENTIFIED INTRUDERS
The IARU Monitoring System (IARUMS) Region 1 newsletter reports an increas
e in unidentified intruders in the amateur radio bands following Russia's
invasion of Ukraine. The newsletter notes that radars, (OTR, over the
horizon) continue to be the most numerous and harmful intrusions in our b ands. The OTR Contayner from Russia with a bandwidth of 12 kHz, tops the
list of the most frequently received radars, followed by the Iranian OT
H radar, which broadcasts daily on 28,860 kHz with a bandwidth of 45 k
Hz and then the British OTH radar located at the Sovereign Base Area in Cy
prus with a bandwidth of 20 kHz.
But also, coinciding the beginning of the war in Ukraine, these last m
onths and also during May we have been receiving signals whose function we
have not yet been able to identify. As these signals are unknown, we re
port them as "XXX". The most common one has a bandwidth of about 8 kHz,
seems to consist of a central carrier and is most frequently found in the
20 and 40 meter bands.
The International Amateur Radio Union Monitoring System (IARUMS) Region 1
May 2022 newsletter can be read at www.iaru-r1.org/wp-content/uploads/202 2/06/IARUMS-R1-Newsletter-2022-05.pdf

1240 - 1300 MHZ: ITU-R WP5A MEETING REPORT
The IARU reports on the recent meeting of ITU-R WP5A, the lead group res ponsible for developing the Conference Preparatory Meeting report on the W RC-23 agenda item on the 23 cm band. The latest meeting of WP5A concluded
on 2 June 2022 and the IARU was represented by Ole Garpestad, LA2RR and
Barry Lewis, G4SJH. ITU-R WP5A is the study group at ITU which deals in
part with topics related to the amateur and amateur-satellite services. I
t is the lead group responsible for developing the Conference Preparatory
Meeting (CPM) report on agenda item 9.1(b).
This agenda item provides for a "Review of the amateur service and the ama teur-satellite service allocations in the frequency band 1240 - 1300 MHz t
o determine if additional measures are required to ensure protection of th
e radio navigation satellite (space-to-Earth) service operating in the sam
e band in accordance with Resolution 774 (WRC-19);" The CPM Report will fo
rm the basis for consideration of this issue at WRC-23 next year.
At the conclusion of the recent WP5A meeting a draft recommendation was pr epared which will provide guidelines to administrations to ensure the prot ection of the RNSS primary allocation from the secondary amateur and amate
ur satellite services. The draft recommendation will be the most important
element of the WP5A work going forward for the amateur and amateur satell
ite services in the 23 cm band. The working document contains a number of
proposals for severe limitations on amateur usage of the band including t ransmitter power constraints. Very low power levels are proposed for large
portions of the band (100% in one case). Proposals also identify possible
frequency band usage limitations for broadband applications (e.g., ATV)
, narrowband applications and amateur satellite services in 1260 - 1270
MHz.
None of these proposals are adopted at this time and work will continue at
the next meeting of WP5A to rationalise the variations proposed by nation
al telecom-administrations. The IARU will work to minimise the constraints
on amateur radio activities and continue to seek amendments to the draft
recommendations through the ITU process, but as a secondary user, rad
io amateurs should understand the need to protect the radio navigation sat ellite service (RNSS) in many consumer and industry applications (like aut onomous vehicles) that will lead to some restrictions on our use of the 23
cm band.
THE RESULTS OF THE SARL VHF/UHF FM CONTEST
Twenty-one logs were received for the second leg of the SARL VHF/UHF FM Co ntest held on Saturday 4 June 2022.

IARUMS NUUSBRIEF - VERHOGING IN ONGEÏDENTIFISEERDE INDRINGERS
Die IARU Monitering stelsel (IARUMS) Streek 1-nuusbrief berig 'n toename i
Aangesien hierdie seine onbekend is
, rapporteer ons dit as "XXX".

Konferensie-voorbereidende Vergadering (CPM)-verslag oor agenda punt 9.1(
b).
by WRC-23 volgende jaar.
(bv. ATV), smal band toepassings en amateur-satelliet dienste in 1 260
- 1 270 MHz.
