    We start the bulletin with the news of a silent key.

    It is with deep regret that we announce that the key of Roelof Mitton, Z
    S1XD went silent on 17 March 2021. Roelof was 91 years young. He was first
    licensed in November 1983 and was a keen CW operator and was keen on maki
    ng HF antennas. In recent years, he really enjoyed digital modes on HF a
    nd he was particularly active from his portable field stations, whenever
    he travelled around the country.

    We extend our sincere condolences to his son Deon, ZS1D, family and fr
    iends.

    THE SARL VIRTUAL AGM ON 17 APRIL

    The 2021 SARL Annual General Meeting will be held on Saturday 17 April on
    the Bluejeans platform. To register for the AGM, follow the link on the
    front page on the SARL web site. You will receive the link to join the co nference closer to the date of the AGM. The 2021 SARL AGM Booklet is avail
    able for download, once again follow the link on the front page.

    DRAFT TYPE APPROVAL REGULATIONS PUBLISHED

    As reported in SARL News last Sunday, ICASA has published the draft Type
    Approval Regulations in Government Gazette no 44371 dated 31 March 2021.
    Amateur Radio has been listed in Section 5 under the list of equipment no
    t requiring registration with the Authority. The SARL will study the draft
    carefully and prepare feedback to ICASA. Initial reaction is that this is
    good news! It is not certain when the final regulations will be gazetted.
    It will depend on the feedback received and if hearings will have to be h
    eld. You can download a copy of the Regulation from the SARL web site.

    THE AUTUMN QRP CONTEST ON 10 APRIL

    The QRP contests are intended to be fun activities to promote QRP operatio
    n between radio amateurs. Using homebuilt equipment or operating as a port able/field station and using temporary antennas is encouraged but is not a
    requirement. The autumn contest will run from 12:00 to 13:30 UTC (14:00 t
    o 15:30 CAT) on Saturday 10 April 2021 using CW and phone with 5 Watt (PEP
    ) output or less. The first 45 minutes is limited to the 40-m band only,
    the remaining 45 minutes the contesters are free to use any HF (non-WARC)
    band as they see fit.

    The exchange is a realistic RS or RST report and your 6 character grid loc ator. Each QSO counts 1 point and there are Prefix/Country and Station typ
    e multipliers. Submit your log sheet in ADIF, Cabrillo or MS Excel forma
    t by 15 April 2021 to info@zs6wr.co.za (mailto:info@zs6wr.co.za) . A photo
    or photos of the station operating (JPG format) MUST accompany every log
    entry.

    THE 5 MHZ NEWSLETTER

    Paul Gaskell, G4MWO, the editor of the 5 MHz Newsletter reports that t

    CELEBRATE WORLD AMATEUR RADIO DAY 2021 ON 18 APRIL

    Sunday 18 April is World Amateur Radio Day (WARD) and this year marks the
    96th anniversary of the International Amateur Radio Union (IARU), which
    was founded at the 1925 International Radiotelegraph Conference in Paris.

    The IARU has chosen "Amateur Radio: Home but Never Alone" as the theme for
    World Amateur Radio Day 2021. The theme acknowledges that during our phys
    ical distancing to reduce the spread of COVID-19, amateur radio stands o
    ut as a welcome respite for its variety of activities and opportunities. O
    n World Amateur Radio Day, all radio amateurs are invited to take to the
    airwaves to share global goodwill with other amateurs.

    IARU AND EUROPEAN COMMISSION MEET ON WIRELESS POWER TRANSFER FOR ELECTRIC
    VEHICLES

    International Amateur Radio Union Region 1 President Don Beattie, G3BJ h
    as reported a meeting between the IARU and the European Commission that di scussed potential RF interference from wireless power transfer for electri
    c vehicles (WPT-EV) systems. At the request of the European Commission,
    the IARU met on March 25 with representatives of the automotive industry
    , standards bodies, and the European Commission to review the current
    position on the development of an emission standard for WPT-EV.

    There was a frank exchange of views, during which the IARU made clear th
    e technical basis for its concerns about unwanted emissions from WPT-EV. W PT-EV developers presented their case, based on the tests they had under
    taken. After exploring the issues, the European Commission determined th
    at further joint tests should be arranged and asked the European Committee
    for Standardization/European Committee for Electrotechnical Standardizati
    on (CEN/CENELEC) to facilitate these. The IARU confirmed that it was conte
    nt to participate and welcomed the initiative, stressing that the tests
    needed to be conducted in an electrically quiet environment.

    Another meeting will take place once the relevant tests have been complete
    d, with a view to making progress toward an emission standard. In attend
    ing the meeting, the IARU was clear that it viewed the discussions as be
    ing without prejudice to the ongoing work in the European Conference of Po
    stal and Telecommunications Administrations (CEPT), ComitÃ(c) Internat
    ional SpÃ(c)cial des Perturbations RadioÃ(c)lectriques (CISPR) and Int ernational Telecommunications Union (ITU) on the same topic.

    THE WEST RAND OPEN DAY ON 10 APRIL

    All interested parties are invited to the West Rand Amateur Radio Club's O
    pen Day and Tech Talk on Saturday 10 April 2021 at the Club House in Kroto
    n Street South, Weltevreden Park. The gates open at 09:30. Various topic
    s of interest to radio amateurs will feature. The highlight will be Leon U
    ys' talk on reducing noise in the shack. He has prepared a comprehensive p resentation that will end with a brief session to assist you in building y
    our own chokes and learn about using ferrites in the shack. The club will
    have toroids, ferrites, and accessories on sale. Linda, ZS6LML from
    CDS will also be setting up a sales table.

    There will be a fire going and you are invited to join in for a "b
    ring and braai" for lunch. The club will supply bread rolls and gr
    avy. Please join us for a fun and informative day at the West Rand club ho

    At AGM of the Hibiscus Coast ARC, held on 28 March 2021, the following
    members were selected to serve on the committee for the ensuing year. Chairman: Louis Koen, ZS5LS

    All expressed their appreciation to the outgoing Committee, especially S
    id Tyler, ZS5YAC who has led the club since about mid-2010 (what is he g
    oing to keep himself busy with?) and wish the incoming committee the best
    for the year ahead. The club is busy with the final preparations to erect
    a voice repeater near Paddock with the normal required tone access freque
    ncy. The intention is to commission it on or after 10 April 2021.

    PROPAGATION REPORT

    Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
    be at low levels. There are currently no sunspot regions visible and no s
    olar flaring is expected. If you want to do your own frequency predictions
    , the expected effective sunspot number for the week will be around one.

    Dit is met leedwese dat ons aankondig dat die sleutel van Roelof Mitton,
    ZS1XD op 17 Maart 2021 stil geword het. Roelof was 91 jaar jonk. Hy is di

    KONSEP TIPE GOEDKEURINGSREGULASIES GEPUBLISEER

    Soos berig in SARL Nuus verlede Sondag, het OKOSA die konsep Tipe Goedke
    urings Regulasies in die Staatskoerant nr. 44371 van 31 Maart 2021 gepubli seer. Amateur radio is in Afdeling 5 gelys onder die lys van toerusting wa
    t nie by die Owerheid geregistreer hoof te word nie. Die SARL sal die kons
    ep noukeurig bestudeer en terug voer aan OKOSA voorberei. Die eerste reaks
    ie is dat dit goeie nuus is! Dit is nie seker wanneer die finale regulasie
    s bespreek sal word nie. Dit hang af van die terug voer wat ontvang is en
    of verhore gehou moet word. Jy kan 'n afskrif van die Regulasies van die
    SARL-webwerf aflaai.

    DIE HERFS QRP KOMPETISIE OP 10 APRIL

    Die QRP-kompetisies is bedoel as prettige aktiwiteite om QRP-werking tusse
    n radio amateurs te bevorder. Die gebruik van tuis gemaakte toerusting of
    as draagbare/veldstasie en die gebruik van tydelike antennas word aan ger
    aai, maar dit is nie 'n vereiste nie. Die herfs kompetisie sal op Saterd
    ag 10 April 2021 van 12:00 tot 13:30 UTC (14:00 tot 15:30 SAT) plaasvind m
    et GG en telefoon met 'n uitset van 5 Watt (PEP) of minder. Die eerste 45
    minute is slegs beperk tot die 40 m-band en die oorblywende 45 minute sta

    VIER WÊRELD AMATEUR RADIO DAG 2021 OP 18 APRIL

    Sondag 18 April is die Wêreld Amateur Radio-dag (WARD) en dit is vanj
    aar die 96-jarige bestaan van die Internasionale Amateur Radio Union (IARU
    ), wat tydens die Internasionale Radio Telegraaf-konferensie in 1925 in
    Parys gestig is.

    Die IARU het 'Amateur Radio: Tuis maar nooit Alleen' gekies as tema vir di
    e Wêreld Amateur Radio Dag 2021. Die tema erken dat tydens ons fisies
    e afstand om die verspreiding van COVID-19 te verminder, amateur radio u
    it staan as 'n welkome blaaskans vir die verskeidenheid aktiwiteite en gel eenthede. Op die Wêreld Amateur Radio Dag word alle radio amateurs ui
    t genooi om op die lug te gaan om wêreldwye welwillendheid met ander
    amateurs te deel.

    IARU EN EUROPESE KOMMISSIE VERGADER ONDER DRAADLOOS KRAG OORDRAG VIR ELEKT RIESE VOERTUIE

    Internasionale Amateur Radio-Unie Streek 1 President Don Beattie, G3BJ h
    et oor 'n vergadering gerapporteer tussen die IARU en die Europese Kommiss
    ie wat potensiële RF-steuring van draadlose krag oordrag vir elektrie
    se voertuie (WPT-EV)-stelsels bespreek het. Op versoek van die Europese Ko mmissie het IARU op 25 Maart vergader met verteenwoordigers van die motor
    bedryf, Standaard instansies en die Europese Kommissie om die huidige s
    tand punt oor die ontwikkeling van 'n emissie-standaard vir WPT-EV te hers
    ien.

    Daar was 'n openhartige gedagte wisseling, waartydens IARU die tegniese
    basis vir sy kommer oor ongewenste emissies deur WPT-EV duidelik gemaak h
    et. WPT-EV-ontwikkelaars het hul saak aangebied op grond van die toetse wa
    t hulle onderneem het. Nadat die kwessies ondersoek is, besluit die Euro
    pese Kommissie dat verdere gesamentlike toetse gereël moet word en vr
    a die Europese Komitee vir Standaardisering / Europese Komitee vir Elektro tegniese Standaardisering (CEN/CENELEC) om dit te vergemaklik. Die IARU he
    t bevestig dat hulle tevrede is om deel te neem en het die inisiatief verw elkom en benadruk dat die toetse in 'n elektries stil omgewing gedoen moet
    word.

    Nadat die betrokke toetse afgehandel is, sal 'n ander vergadering plaasv
    ind met die oog op vordering na 'n emissie standaard. Met die bywoning van
    die vergadering was die IARU duidelik dat hy die besprekings beskou sonde
    r om die voortdurende werk in die Europese Konferensie van Pos- en Telekom munikasie-administrasies (CEPT), ComitÃ(c) International SpÃ(c)cial
    des Perturbations RadioÃ(c)lectriques (CISPR) en internasionale Telekom munikasie Unie (ITU) te benadeel oor dieselfde onderwerp.

    DIE WESRAND OPEDAG OP 10 APRIL

    Alle belangstellendes word uitgenooi na die Wesrand Amateur Radio Klub se
    Opedag en Tegniese Praatjie op Saterdag 10 April 2021 by die Klubhuis in
    Krotonstraat Suid, Weltevredenpark. Die hekke open om 09:30. Verskeie o nderwerpe wat vir radioamateurs van belang is, word bespreek. Die hoogte
    punt is Leon Uys se praatjie oor die vermindering van geraas in die radiok amer. Hy het 'n omvattende aanbieding voorberei wat sal afsluit met 'n kor
    t sessie om jou te help om u eie smoor stukke te bou en te leer hoe om fer riete in die radiokamer kan gebruik. Die klub sal toroids, ferriet en by komstighede te koop hê. Linda, ZS6LML van CDS sal ook 'n verkooptaf
    el opstel.

    Daar sal 'n vuurtjie aan die gang wees en jy word uitgenooi vir 'n bring e
    n te braai vir middagete. Die klub sal broodrolletjies en sous voorsien. S
    luit asseblief by ons aan vir 'n prettige en insiggewende dag by die Wesra

    Die uitgaande Komitee word op hartlik bedank vir hulle leiding, veral Sy

    sitter was. (Waarmee gaan hy homself voortaan mee besig hou?) en almal wen
    s die inkomende een die beste toe vir die komende jaar. Die Klub is ook be
    sig met finale voorbereidings vir die oprigting van 'n spraak herhaler nab
    y Paddock op die frekwensie van 145,7375 MHz met die gewone benodigde to
    on skakeling. Die beplanning is om dit teen 10 April 2021 of daarna in wer
    king te stel.

    Rustenburg Radioklub se algemene jaar vergadering het plaas gevind op Sate
    rdag 27 Maart 2021. Die volgende lede is verkies as komitee.

    HF VOORTPLANTINGSVOORSPELLING

    Hannes Coetzee, ZS6BZP, berig dat die verwagte sonaktiwiteitsvlak laag
    gaan wees. Tans is daar nie sonvlekke sigbaar nie. Daar word nie sonfakke
    ls aktiwiteit voorspel nie. Diegene wat hulle eie frekwensie voorspellings
    wil doen, kan 'n verwagte effektiewe sonvlektelling van een vir die wee
    k gebruik. Radio amateurs kan veral laat middag goeie DX openinge op die 1
