    FCC Report 5/29: Multi-Frequency Allocation Shift Granted In South Texas

    FCC Actions

    The FCC has approved B Plus Broadcastings petition to revise the FM Table
    of Allotments to add 100.5 for a new allocation licensed to Hamilton TX.
    The petition required an order of show cause to Roy Hendersons S Content Marketing, which will require the following changes to take place:

    B Plus Broadcastings 100.5 KRNR Goldthwaithe will move to 92.7 with
    3.9kW/125m.
    S Content Marketings 106.1 KNUZ San Saba will no remain on that frequency instead of relocating to 92.7 where it has had an unbuilt CP granted March
    2017 that had expired and a new application pending approval.



    After being issued a Notice of Apparent Liability for Forfeiture in March proposing an $8000 fine against Windy City Broadcasting’s 103.9 W280EM Chicago to settle multiple violations brought on from an informal objection
    to the translator’s license renewal application, the FCC has agreed to
    reduce the penalty to $4000 based on submitted tax returns showing it
    unable to pay the full amount. W280EM had never filed a silent STA for
    being off the air from August 17, 2020 to August 4, 2021 nor mention the
    period of silence in its renewal application. It also failed to notify the
    FCC that it had changed primary station as it was licensed to rebroadcast Hubbard’s 101.9 WTMX-HD2 Skokie, but had been rebroadcasting SBS’ 107.9 WLEY Aurora prior to going silent and Univision’s 105.1 WOJO-HD2 Evanston since returning to the air.

    Birach Broadcasting’s Brokered 1440 KTUV and 99.9 K260DT Little Rock AR has been fined for $17,500 multiple violations. Both signals went silent on
    March 6, 2020 following a “catastrophic failure” of KTUV’s transmitter, but
    the FCC was not notified until an objection to KTUV’s license renewal was filed on May 20. Birach applied for a Silent STA two days later, well
    beyond the ten days of silence they must notify the FCC. KTUV would resume operations on July 29, 2020 and the translator of September 25. The fine
    also involves violations of the online public file rule and Birach failing
    to update the station’s pending license renewal application to notify the
    FCC of changes to its certifications.

    Eduardo Gallegos 105.5 KRIX Port Isabel TX and Bois Forte Tribal Councils
    1450 WELY Ely MN have entered into a Consent Decree for failing to maintain
    its public file.

    Deletions

    Days ahead of when its license would have expired for being silent for 365 consecutive days, Tillman Broadcasting Network surrendered 1270 WMLC
    Monticello MS.

    Due to the Memorial Day holiday we will resume updates on modification

    Amanda ‘Ice’ Habrowski is leaving Alpha Media CHR “Live 95.5” KBFF Portland
    after an eight year stint.

    Habrowski joined KBFF as evening host in 2014 before quickly moving up to middays. She added Music Director duties in 2016, became APD in June 2020,
    and then Content Director just three months later. Prior to Portland, she hosted afternoons at “Hot 107.9” WJFX Fort Wayne IN from 2011 to 2014 and worked in her native Detroit at WDRQ and WKQI. Her ‘Ice’ nickname was given to her by rapper Flavor Flav as a contestant on the VH1 dating show “Flavor of Love”.

    Jack Arrives To Challenge Bob In Austin

    A direct challenger to the market leader has arrived in Austin as Township Media launched Variety Hits 96.3 Jack-FM 1490 KTSN/96.3 K242DE Austin on Friday.

    The new format challenges Waterloo Medias 103.5 Bob-FM KBPA Austin, which currently leads the market with a 9.0 share. The K242DE signal operates
    with 250w/390m from the tower utilized by 90.5 KUT-FM, 98.9 KUTX and many translators in Austins West Lake Hills tower farm. This is the second
    attempt at launching a translator on 96.3 in Austin. Entercom operated 96.3
    RB from 2013 to 2017, before the sign-on on 96.3 KGID Giddings forced its displacement to 95.9. Township Media will not have that issue as it
    purchased and downgraded KGID last year to enable the build of K242DE.

    With the launch of Jack-FM, Township Media AAA Sun Radio 100.1 K261DW
    Austin is now being originated by recently acquired 1060 KFIT Lockhart,
    which drops its Gospel format. KFIT and KTSN have applied to swap call
    letters.

    107.9 Sacramento Moves To Daily Music Formats And Listener Voting

    Update 5/19: As the stunting on iHeartMedias 107.9 KSTE-FM Sacramento
    reaches into the home stretch, the station has returned to teasing
    different formats each day now adding the ability for listeners to vote for what they want to hear on the station permanently. Today the station is featuring Christmas music.

    The other options on the survey include Music From the 70s, Music From The
    80s, Kids Songs, Top 40, Yacht Rock, Motown, Disney Songs, Christian Music, Dance, Comedy, Pride Radio, Country, Spanish Top 40, and Classic
    Alternative.

    Update 5/16: After six days of the smart speaker listening back part of the pre-launch stunt, iHeartMedias 107.9 KSTE-FM Sacramento has moved on to
    another new phase.

    KSTE-FM is now promoting the recently launched Talkback feature on the iHeartRadio app featuring listeners leaving messages and song requests.
    Clips heard include people making suggestions for the new format, a guy
    giving Sacramento history lessons, and statements about current events.

    Update 5/10: After six days of looping one or a group of songs, the
    stunting on iHeartMedias 107.9 KSTE-FM Sacramento moves in a completely different direction.

    The station is acting today as if its monitoring peoples smart speakers and airing their recordings with gaps of silence in between. Sweepers are emphasizing listening such as Listening with anticipation, The New 107.9
    and Listening so closely you can almost feel it. A brief edited clip

    Original Report 5/4: After Entercom surrendered the license for 107.9 KDND Sacramento in February 2017 rather than risk having its license renewal
    hearing hold up the then-pending acquisition of CBS Radio, iHeartMedia has brought the allocation back on the air for the first time since.

    iHeart, which won the rights to what is currently 107.9 KSTE-FM Sacramento
    in FCC Auction 109 last summer for $6,146,000, resumed operations today
    with a May 4 oriented loop of the Star Wars theme.

    We expect various stunting to continue over the next few days as a new TheNew1079.com website is promoting a giveaway of Celtic Woman concert
    tickets to start on Sunday, May 8 for Mothers Day.

    We have reported on multiple rounds of domain registrations made for
    KSTE-FM since shortly after the auction last August.
