    Marconis Will Be Given During NAB Show New York

    The National Association of Broadcasters announced Tuesday that the 2022 Marconi Radio Award nomination window is open through the end of the month.

    Established in 1989 and named for inventor and Nobel Prize winner Guglielmo Marconi, the Marconi Radio Awards recognize overall excellence and
    performance in radio, said NAB.

    With no more fall Radio Show conventions to be held each year, the Marconi Radio Awards will be given out during the NAB Show New York in October.

    The awards salute excellence in U.S. radio in various categories.
    Nominations are open now through the end of May.

    The National Association of Broadcasters gives the awards in the following categories:

    Legendary Station of the Year
    Legendary Manager of the Year
    Radio Station of the Year by Market Size
    Radio Personality of the Year by Market Size
    Network/Syndicated Personality of the Year
    Best Radio Podcast of the Year


    In 2021, KYW(AM) in Philadelphia was named the Major-Market Station of the
    Year while WSB(AM) Atlanta was honored as Legendary Station of the Year.

    FCC Names 13 More Tentative CP Winners

    Another 13 hopefuls have been named as tentative winners of construction permits for new noncom educational FM stations.

    The Federal Communications Commissions Media Bureau released the results of
    its “threshold fair distribution of service analyses” for more groupings of mutually exclusive applications. These were filed in November during the
    recent window for new NCE FMs; there are a total of 231 MX groupings, and
    the commission is working its way through them.

    Below are the latest tentative selectees. The letter A or B in a grouping
    means that the original MX group was larger but was split by the FCC; in
    those cases another selection for a second subset of applicants will follow later:

    Group 41A. Slab City Community Group Inc. proposes to serve Bombay Beach on California’s Salton Sea.
    Group 49A. Historic Oxford Ltd. proposes to serve Oxford on the Eastern
    Shore of Maryland.
    Group 59B: Inverse Focus Ministry Inc. proposes to serve Baconton in
    southern Georgia.
    Group 95: New Beginnings Movement Inc. proposes to serve Seymour in Jackson County, Ind.
    Group 96B. A Hand Up Inc. proposes to serve Chesterton in northern
    Indiana’s Duneland area.
    Group 97: Incrp Inc. proposes to serve Russiaville in Howard County, Ind., southwest of Kokomo.
    Group 102A: John the Baptist Catholic Church of Meade proposes to serve
    Meade in southwest Kansas.
    Group 136A: Down East Communications CDC and Center for the Performing Arts proposes to serve Vanceboro, north of New Bern, N.C.
    Group 137A: WUNC Public Radio LLC proposes to serve Laurinburg, N.C.,
    southwest of Fayetteville.
    Group 152: Gallup Public Radio proposes to serve Saint Michaels in
    northeast Arizona near the New Mexico border.
    Group 157: Radio Bilingue Inc. proposes to serve Deming in southwest New Mexico.
    Group 199: Texas Public Radio proposes to serve Hebbronville in southern
    Texas, not far from the Mexican border.
    Group 202: Christian Ministries of the Valley Inc. proposes to serve
    Carrizo Springs, also in southern Texas.


    The commission explained its process for each grouping; you can read that
    in its order.

    These organizations thus are now an important step closer to CPs. But with
    so many organizations hoping to win CPs, the FCC findings often are subject
    to challenge. Anyone looking to petition for a different outcome has 30
    days.

    If the FCC hears “no substantial and material question concerning the grantability of the tentative selectee’s application,” it intends to grand the CP. It noted that applications near the U.S. border with Canada or
    Mexico also would involve completion of international coordination

    More Radio Filings Will Go Through LMS

    The next time you need to file for an engineering STA with the FCC, take
    note: That request — and numerous other common radio station filings — will have to go through the LMS system.

    The commission’s Media Bureau on May 17 will expand the list of radio
    station filings that will be handled through its Licensing and Management System, or LMS, rather than the old Consolidated Database System, or CDBS.

    This continues a process that has been ongoing. The majority of Media
    Bureau applications and submissions have transitioned from CDBS to LMS.

    The following must be submitted via LMS starting May 17, according to the latest notice:

    FM Engineering Special Temporary Authorizations (STAs). This includes STAs
    for FM stations, FM translators, LPFMs and boosters.
    Request for Silent STA (AMs and FMs)
    Extension of STA – Silent. (You can’t use LMS to file for an extension of an STA originally filed in CDBS.  You have to make an original STA request
    in LMS and attach an explanation.)
    Extension of STA – Engineering
    Suspension of Operations Notification
    Resumption of Operations
    AM/FM Digital Notification (LMS Form 2100, Schedules 335-AM and 335-FM) Modulation Dependent Carrier Level (MDCL) Notification (LMS Form 2100,
    Schedule 338)
    Change of Primary Station Notification
    Tolling Notification (LMS Form 2100, Schedule 337)
    Reduced Power Notification
    Withdraw Pending Applications


    In January the bureau announced that CDBS would no longer accept new
    filings; at that time it set up a temporary system for email submission of certain filings that could not be submitted using LMS yet. The above now transition over as of May 17.

    Applicants must log into LMS using an FCC Registration Number (FRN) and associated password.  The commission has created a help center for the LMS that includes many relevant details. It includes a link called “How Do I submit Common Filings to the Audio Division.”

    The Media Bureau also said the LMS system now lets you search by frequency
    or channel using the “Frequency/Channel” option in Public Search. Existing STA and silent notification records have been added to LMS from the Consolidated Database System (CDBS).

    Cumulus Taps John Rowe to Lead Northeast Wisconsin Operations

    Cumulus Media has appointed John Rowe as vice president/market manager for Cumulus Green Bay and Cumulus Appleton/Oshkosh radio stations.

    Rowe has served as vice president/market manager for Cumulus
    Appleton/Oshkosh for nearly eight years. He now adds leadership responsibilities for the Green Bay market, effective immediately.

    A 30-year media veteran, Rowe joined Cumulus in October 2014 following 10
    years at Gannett in Green Bay and Oshkosh, where he served as the
    advertising director.

    Prior to that, Rowe spent more than 11 years with the Chicago Sun-Times in positions including director of major accounts and national sales manager.
    He holds a B.A. in Communication and Media Studies from Marist College.

    “John’s track record of success with his team in Appleton/Oshkosh, along with his outstanding client and community involvement made him the natural choice to lead our operations in Northeast Wisconsin, said Mark Sullivan, regional vice president of Cumulus Media.     NAB Hires Siciliano in Comm Advocacy Role

    The National Association of Broadcasters has hired Alex Siciliano as senior communications strategist.

    It’s a newly created position. Siciliano will report to Chief of Staff and Executive Vice President of Public Affairs Michelle Lehman.

    “Siciliano will lead NAB’s public relations efforts on key advocacy issues, developing and implementing media relations strategies to advance broadcasters’ policy agenda before Congress and the Federal Communications Commission,” the organization announced.

    Siciliano is former vice president of communications at The Petrizzo Group. Before that he worked for three Republican senators. He was deputy chief of staff for then-Sen. Cory Gardner of Colorado and was Gardner’s
    communications director. In college he worked on the presidential campaign
    for Sen. John McCain of Arizona. After graduating from Regis University, he began his career in Washington working in the office of Sen. Ron Johnson of Wisconsin.

    President/CEO Curtis LeGeyt said Siciliano “has years of experience in shaping and executing effective messaging campaigns on policy issues.”
