    FCC Report 4/3: Does The Multiple Application Rule Affect Non-Comms?

    Boise State University has been granted CPs for new non-commercial FMs on
    89.1 and 90.7 in Stanley ID. The FCC rejected Triangle Access Broadcastings objection with the argument that applicants are unable to file for multiple stations with the same community of license and also stating “[mmultiple applications create advantages for applicants who have had proposals
    determined to be mutually exclusive with other applications who are blocked from submitting similar alternate proposals” and “interfere with the Commission’s goals of competition and diversity.”

    The FCC states that the Multiple Application Rule is not applicable to new non-commercial stations as it is premised on there being a limit to the
    number of stations which may be owned by one licensee in the same
    community. Since there are no limits on non-commercial ownership, the FCC
    deems the multiple applications do not violate the rule.

    Boise State University operates the Boise State Public Radio network with multiple feeds offering Public News/Talk, Classical, and Jazz.


    The FCC has rejected SSR Communications petition to modify the table of allotments to add 104.7 Bruce MS. The petition was tied to SSRs application
    to relocate its CP for 94.5 Bruce to 94.7 Taylor MS. The agency determined
    that the application for Bruce was defective as its 70 dBu contour would
    not provide 100% city-grade coverage and would also violate the backfill
    policy disallowing the use of future station proposals to replace loss of
    first local service.

    The FCC has entered consent decrees with Holdsworth Educational Media, Inc.
    and Independence Rock Media LLC for lack of compliance with the Public File Rule. Holdsworth Educational Media owns KPIT Pittsburg KS. Independence
    Rock Media owns KTOR Gerber, KEGE Hamilton City, KBLF and KRAC Red Bluff,
    KYCT Shasta Lake, and KIQS Willows CA.

    The agency has also entered into consent decrees with the following
    licensees to resolve lack of maintenance of their Online Political Files:

    Jeri Lyn Broadcasting, Inc. licensee of KHTS Canyon Country CA
    Jodesha Broadcasting, Inc. licensee of KBKW Aberdeen, KANY Cosmopolis, KSWW Ocean Shores, and KJET Raymond WA
    Momentum Broadcasting LP licensee of KJUG-FM Tulare and KIOO Porterville CA Missoula Broadcasting Company, LLC licensee of KDTR Florence, KYJK
    Missoula, and KKVU Stevensville MT
    Radio Pacific, Inc. licensee of KONP Port Angeles WA

    WLVK Drops Cat Country For WAKY Simulcast

    WB Broadcasting has dropped the Cat Country 105.5 programming on 105.5 WLVK Fort Knox/Elizabethtown KY and has begun simulcasting co-owned Oldies WAKY Louisville.

    WLVK joins a network of signals carrying WAKY that includes 620 WAKY Louisville, 103.5 WAKY-FM Radcliff, and translators 100.1 W261CO and 106.3 W292FS Louisville. As WLVKs coverage area is completely encompassed by that
    of WAKY-FMs, it is unknown if this change is permanent.
