    When Hip-Hop Ruled Seattle Radio: KUBES First and Last Episodes

    As a rookie radio journalist in the mid-’80s, I wrote an article for Radio
    & Records about markets where I felt the Urban format could flourish on FM.
    One of them was Seattle, and that prompted a quizzical call from a radio-station general manager in that market. Surely, I understood that
    there was a minimal African-American population, he said. I can’t remember whether it was the same call, but it was also around then that a radio
    person told me that even Whitney Houston’s hits wouldn’t work in Seattle.

    Why did I think Urban would work, asked the GM? At that moment, all that
    backed me up was the explosive success of KPWR (Power 106) Los Angeles, and perhaps the surprising success of Rhythmic CHR on KSFM (FM102) Sacramento.
    KMEL San Francisco had the industry buzz, but that market had a history of
    R&B radio. Sacramento was the next step in R&B, then Hip-Hop, becoming the
    hit music of California and the Southwest — sometimes in places with an R&B radio history (San Diego), but also in new markets like Albuquerque, El
    Paso, Oxnard/Ventura.

    Finally, in fall 1991, as Mainstream Top 40 began to falter, KUBE Seattle became “KUBE 93 Jams.” Six months later, Seattle’s Sir Mix-A-Lot’s was No.
    1 with “Baby Got Back.” A few months later, I was in Seattle for an industry convention. KUBE had left KPLZ alone in the Mainstream Top 40 franchise, but it didn’t matter: R&B and Hip-Hop had become the pop music
    of Seattle as well. KPLZ would briefly lean more rhythmic itself, then it
    would give up and go Hot AC outright a few years later.

    KUBE’s influence was felt throughout the region. From Spokane to Boise, R&B and Hip-Hop became he pop music of many smaller Pacific Northwest markets
    as well. That meant Rhythmic Top 40 was the default setting for everywhere between Seattle and Houston. Even more than KMEL or the mid-’90s success of WQHT (Hot 97) New York, KUBE’s success was the most compelling argument
    that Hip-Hop and R&B hadn’t infiltrated pop music, but superseded it. And
    at least three years passed in CHR before there was much evidence to the contrary.

    KUBE briefly tried segueing back to an MTV-like version of Top 40 in 1994
    that combined Hip-Hop and Alternative, a format tried in several places,
    but which took hold nowhere. A few months later, KUBE was back to Rhythmic
    Top 40. In the spring of 1997, just before Mainstream Top 40 proved that
    pop music had not been entirely usurped, it peaked at a 7.1 share, its
    highest as a Rhythmic Top 40. 

    I could have written about KUBE’s impact in 2016, when the call letters and Hip-Hop format were moved to a rimshot frequency — the same one that had briefly tried to do Urban to KUBE’s Rhythmic Top 40 in the mid-‘90s. KUBE returned to 93.3 FM in 2018, as streaming showed Hip-Hop’s resurgence and briefly rekindled the “it’s the new rock and roll” discussion. On February
    19, the station began stunting, this time sending the format to HD-2. In
    the just-released January ’22 PPM ratings, KUBE was up 1.4-1.7 in its final full month.

    There aren’t a lot of strongholds for younger-leaning Hip-Hop/R&B radio overall right now. It was one of the first formats to show the impact of streaming — not just Spotify but Soundcloud. But other Western markets have seen a similar trajectory. KQKS (KS107.5) Denver was up 1.5-1.7. KKFR
    Phoenix was up 2.0-2.6. Parents recognize Hip-Hop as again being common currency among teenagers, but ratings don’t yet offer much evidence.

    The station that most attests to KUBE’s legacy is rival KHTP (Hot 103.7), doing some form of Hip-Hop and R&B throwbacks since 2013. (For a while, it
    had Sir Mix-A-Lot as morning host as well.) At the end, KUBE was trying to
    draw on its heritage as well billing itself as “No. 1 for Hip-Hop and the Best Throwbacks.” In the Final Listen I took on KUBE’s last day, the 75-minute stretch I heard was about 50% throwbacks, punctuated by three
    songs apiece from Drake and Doja Cat. Not even much of the Megan Thee Stallion/Saweetie/Latto female rap that has given Hip-Hop new crossover
    energy was there at the end.

    There was ample evidence of Hip-Hop’s mid-’90s/early ’00s reach after this
    year’s Super Bowl halftime show. I’ve seen plenty of annoyed comments from radio people by now, mostly from those at least a generation older. But the reaction in my Twitter feed was 80% positive, and it was from radio
    programmers and air talent in every format. During its last week, KUBE drew heavily on that show’s performers. Dr. Dre’s “Forgot About Dre” and Eminem’s “Lose Yourself” both played about 30 times.

    I’m finishing this article in Nashville in between sessions of Country
    Radio Seminar 2022. On the radio landscape, all formats, including
    seemingly unlikely ones, are linked, but the connection between Classic
    Hip-Hop and Country is more than chaos theory. The debate about Country’s Hip-Hop flavor stirs anew, as if it never happened, whenever there’s a “Fancy Like” or any phenomenal hit that invokes Hip-Hop even faintly. 

    In the past few years, Country has found itself in roughly the same place
    with Hip-Hop-influenced music as Mainstream CHR was with Hip-Hop crossovers when KUBE changed in 1991. Detractors felt Top 40 had gone overboard on
    Hip-Hop and R&B crossovers, but CHR felt sapped without them. The music
    derided as “Bro Country” eventually gave way to the music derided as “Boyfriend Country.” When it did, programmers and listeners both felt the energy missing. But in the early ’90s, when both KUBE and Country radio surged, tempo and energy were drivers for them both.

    Rameen Madani Promoted To KMXP/KZZP Program Director

    iHeartMedia has announced the promotion of Rameen Madani to Program
    Director of Hot AC Mix 96.9 KMXP Phoenix and CHR 104.7 Kiss-FM KZZP Mesa.

    Madani has served as Assistant Program Director/Music Director of the two stations since April 2018. He previously programmed Hot AC “My 92.9” KMIY and was APD of CHR “93.7 KRQ” KRQQ Tucson from 2013-2018 as well as serving as Digital Director for iHeartMedia Tucson. He also held the Digital
    Director duties for iHeartMedia Colorado Springs from 2008-2013.

    The Program Director position has been vacant since the exit of Mat
    Mitchell in January 2020. Madani will continue to report to iHeartMedia
    Phoenix EVP/Programming Steve Geofferies.

    iHeartMedia Phoenix announced today that Rameen Madani has been named
    Program Director of 104.7 KISS FM and MIX 96.9, effective immediately. iHeartMedia Phoenix has a strong cross-platform presence and includes a
    number of iconic brands and franchises — both broadcast and digital — encompassing more than eight stations comprised of music, talk and news formats.

    iHeartMedia has the leading consumer reach and influence across multiple platforms and delivers more live programming than any other media company.
    As Program Director, Madani will be responsible for leading and managing

    iHeartRadio App Adds Talkback Feature

    iHeartRadio has announced that it has added a Talkback feature into the app
    to enable listeners to send messages directly to the enabled stations.

    The feature will only work for participating iHeartMedia owned stations on
    the iOS and Android apps replicating a feature available on other app
    platforms to complement or replace phone and text lines. More details can

    Today, iHeartRadio announced a first-of-its-kind feature aimed at
    increasing engagement and interaction between radio / podcast fans + hosts called Talkback.

    The new feature will allow listeners to participate and engage with their favorite radio stations and soon podcasts through voice recordings made in iHeartRadio’s mobile app. The voice recordings will then be delivered directly to the studio and played on fan’s favorite shows. iHeartRadio’s Talkback is a feature that will enable audiences to vocally interact with
    their favorite podcasts and show hosts like never before.

    Draper Media Makes Multiple Changes In Salisbury/Ocean City As OC104 Signs
    Off

    With the closing of the sale of the station from Adams Radio Group to
    Draper Media, the CHR OC104 103.9 WOCQ Berlin/Ocean City MD brand has come
    to an end.

    Draper purchased WOCQ and Oldies “Kool Oldies 104.3/105.1” W282AW Salisbury/W286BB Ocean Pines MD in December for $550,000. That acquisition followed the purchase of Rock “93.5 The Beach” WZBH Millsboro DE and Classic Rock “Big 107.7” WGBG-FM Fruitland MD from Adams in June 2021 for $2.2 million. Draper already owned 102.5 WBOC-FM Princess Anne and multiple television stations including the local CBS, FOX, NBC and Telemundo
    affiliates in the market.

    WOCQ is now running a loop directing listeners to 102.5 WBOC-FM, which
    recently evolved from AC to Hot AC, ahead of a new format launch expected
    in the coming week. The move marks the end of the 35+ year old OC 104
    brand, mostly as a Rhythmic CHR before Adams shifted it to Mainstream CHR
    over the past few years.

    Draper has also dropped the “Kool Oldies 104.3/105.1” format heard on W282AW Salisbury/W286BB Ocean Pines MD via WOCQ-HD2. The translators are
    now simulcasting the programming of Classic Hits 107.1 The Duck WTDK Federalsburg expanding its reach in the market.

    WOCQ held a 2.6 share of the Salisbury/Ocean City market in the Fall 2021 Nielsen Audio ratings, well ahead of iHeartMedias Kiss 95.9 WKZPs 1.3.
    WBOC-FMs former AC format was at a 2.1 share, well behind iHearts market leading Q105 104.7 WQHQs 7.0.

    WTDK held a 2.6 share, while the former Kool Oldies translators held a 1.6.

    Nevada Public Radio Appoints Mark Vogelzang As President/CEO

    Nevada Public Radio has announced the appointment of Mark Vogelzang as
    their new President/CEO.

    The Las Vegas based organization operates Public News/Talk 88.9 KNPR Las
    Vegas, which is heard on a network of simulcasters across much of the state
    as well as Lake Havasu City AZ and Ridgecrest CA and Classical 89.7 KCNV
    Las Vegas.

    Vogelzang spent nearly a decade as President/CEO of Maine Public
    Broadcasting from 2011 until retiring last summer. He is currently serving
    as Interim General Manager of the Asheville NC based Blue Ridge Public
    Radio. Vogelzang previously served as General Manager of 90.9 WHYY-FM Philadelphia from 1984-1993, President/CEO of Vermont Public Radio from 1993-2009, and Station Manager of WBFO Buffalo from 2009-2011. He has also served on the Board of Directors of National Public Radio and was Interim Executive Director of the NPR Foundation in 2008-09.

    Nevada Public Radio announced today that Mark Vogelzang, a seasoned public broadcasting nonprofit leader, will join Nevada Public Radio in March as
    its new President and CEO. Most recently, he has served as Interim General Manager and CEO of Blue Ridge Public Radio based in Asheville, North
    Carolina, a regional NPR News network of 19 FM signals.

    “The Board and I are confident that Mark is the right person to build on
    the momentum started by Jerry Nadal and his team,” said Richard Dreitzer, Board Chair, Nevada Public Radio. “Mark brings a wealth of experience and expertise to this role, and we’re lucky to have him as our next CEO.”

    Mark had a decade-long tenure as President and CEO of the state-wide Maine Public TV Radio, the PBS and NPR member network. During his time, Mark
    made a lasting impact, positioning the institution as the state’s leading source of news, information, and entertainment. At the heart of Mark’s
    vision for Maine Public was elevating his organization’s journalistic and fundraising efforts, expanding regional news, focusing on serving the

    platform for classical music. The Maine Public Classical Radio network celebrated its fifth anniversary in 2021 with seven FM stations across

    FCC Proposes $20,000 Fine Against iHeartMedia's WBGG-FM For Contest Rule Violations

    The FCC is proposing a $20,000 fine against iHeartMedia Classic Rock Big
    105.9 WBGG-FM Fort Lauderdale/Miami for contest rule violations.

    The FCC received a complaint following WBGG-FMs “You Can’t Win” contest in
    May 30, 2019. The complainant had won a previous contest on March 1, 2019
    and staffers applied a 90 day lockout of prior winners even though the
    contests written rules only excluded people who had won in the past 30 days.

    In a response to the FCCs inquiry, iHeartMedia admitted that “as a result
    of human error, it appears that the Station did not conduct a contest in
    strict compliance with the written rules for that contest” due to an
    employee applying the incorrect past winner eligibility exclusion. iHeart
    also admitted that it failed to maintain the contests rules on its website
    for at least 30 days after the end of the contest. iHeart did state that
    the complainant would still have been ineligible to win as its contest
    rules excludes any person who wins another prize at any time while the
    contest is ongoing and since the “You Can’t Win” started on January 7, 2019
    so any individual who won another contest conducted by the Station on or
    after December 8, 2018 was ineligible to win that contest. Since he won a “Southwest Flyaway Fridays” on March 1, he was still deemed ineligible.

    In proposing the fine, the FCC finds that iHeartMedia failed to conduct its contest “fairly and substantially as represented to the public. The FCC states that precedent makes clear that ambiguous rules are to be construed against the interests of the promoter of the contest so because the
    companys screeners are trained to ask contestants whether they won in the
    past 90 days and not since the start of the contest in question the
    ambiguity shouldve gone towards the complainant.

    Due to previous violations by the company and failing to maintain the
    written rules on its website, the FCC has increased the base penalty from
    $4000 up to th3 $20,000 proposed.

    Frequency Swap In Process In Charlotte

    Radio One has completed its Charlotte frequency swap.

    The Hip Hop 92.7 The Block format has moved to 102.5 W273DA Charlotte as
    102.5 The Block fed via 105.3 WOSF-HD2. That clears 92.7 for Sports 610
    WFNZ to move its FM simulcast from the translator to the former 92.7 WQNC Harrisburg NC, which changed call letters earlier this month to WFNZ-FM.
    This swap was first reported in our 2/17 Domain Insight.

    WFNZ announced its move to the new FM signal on Tuesday morning after disappearing from 102.5 on Monday leaving some listeners confused as
    nothing was explained to them ahead of time.

    The move upgrades WFNZs FM signal from the 200 watt/155m translator to
    92.7s 10.5kW/154m Class C3 signal.

    WQNC had been trending up in recent months up 1.6 2.0 2.2, although still well behind Beasleys Power 98 WPEG and its second ranked 5.8 share in the January 2022 Nielsen Audio ratings. WFNZ was omitted from the publicly
    listed ratings this month.

    WTRN/100.7 W264BZ Tyrone and 96.9 W245CZ Altoona. The loop also promotes
    the move of the 104.1 translator to 104.3 State College on Wednesday, March
    2 at which time WPHB will debut a new format.

    Lightner purchased WPHB/W281CB last year from Twilight Broadcasting for $77,500. WPHB had been simulcasting WTRN since the closing of the deal last fall.

    Danny Serrano Rises To WPOI APD

    Cox Media Group CHR Hot 101.5 WPOI St. Petersburg/Tampa has announced the promotion of Danny Serrano to Assistant Program Director.

    Serrano has been with WPOI since 2017 as afternoon host after previously programming 95.3 Gorilla WZNF Gulfport MS from 2015-17. He previously
    worked in Tampa on-air at 1150 WTMP and in multiple roles for the CBS Radio turned Beasley cluster.

    Cox Media Group Tampa today announced that Danny Serrano has been promoted
    to Assistant Program Director for HOT 101.5 (WPOI), effective
    immediately. In his new role, Serrano will support critical day-to-day
    music programming and the execution of marketing, promotions, events and
    sales campaigns, in addition to being heard weekdays 3 p.m. to 7 p.m.

    A native of Tampa, Serrano brings nearly two decades of radio experience to
    his new role. He began his career in 2000 as an on-air personality and production assistant for five years in Tampa before serving in a similar
    role for Tampa’s CBS Sports Radio. He joined HOT 101.5 five years ago as a board-op and quickly rose through the ranks to earn the night show, middays
    and eventually afternoons where he remains today.

    Midwest Communications has moved 1290 WIRL Peoria IL from simulcasting one
    of its translators to another.

    WIRL is now simulcasting Conservative Talk Freedom 95.9 W240DM/WPBG-HD3
    instead of Oldies Superhits WIRL, which has rebranded as 102.7 Superhits as
    it remains on W274BM/WPBG-HD2. The move appears to be done to make the Conservative Talk programming heard across the rural areas of Central
    Illinois via the AMs 5kW signal.
