THE EARLY MORNING COFFEE SPRINT
The second leg of the Early Morning Coffee Sprint will run from 03:00 to 0

2021 ARRL HANDBOOK AND ANTENNA BOOK NOW AVAILABLE

RECENT IARU REGION 1 POLITICAL RELATIONS COMMITTEE ACTIVITY
The IARU Region 1 Political Relations Committee (PRC) has responded to two
recent European Commission consultations to promote the amateur radio vie wpoint. In the case of the consultation on â-˜Designing mobile phone
s and tablets to be sustainable - eco-design' the PRC deci
ded that the most appropriate response was in the form of a written submis sion.
In the second instance, the consultation on the Delegated Act under the
RED on the subject of â-˜Internet-connected radio equipment and wea
rable radio equipment', the IARU response was one of 26 received
by the Commission. The Delegated Act aims at strengthening the security o
f internet-connected devices, most of which are expected to be part of t
he Internet of Things, and of wearable radio equipment. However, the I
ARU has concerns as to how the Act will be implemented and how it might af
fect amateur radio.
THE SARL NATIONAL FIELD DAY
The second leg of the SARL National Field Day runs from 08:00 UTC (10:00 C
AT) on Saturday 11 September to 06:00 UTC (08:00 CAT) on Sunday 12 Septemb
er 2021. The aim of the Field Day is to work as many stations in Southern
Africa as possible on all the HF amateur bands (excluding the 60, 30,
17 and 12 m bands). Phone, CW and any digital mode that can send the fu
ll exchange may be used. The exchange is the number of transmitters at you
r station, the Field Day operating class and your Provincial or country
abbreviation.
You can participate as a Field Station, Multi operator; Field Station,
Multi operator, QRP; Field Station, Single Operator; Field Station,
Single Operator, QRP; Ultra-Light Portable station; Backyard Stations o
r a General Station. Logs in ADIF, Cabrillo with a summary sheet or MS E
xcel format must be submitted by 23:59 CAT on Friday 17 September 2021 by

MORE ON THE TYPE APPROVAL DRAFT REGULATIONS
The SARL had more discussions with ICASA this week and is now preparing a
further response to the Draft Regulations and the outcome of the recent p ublic hearing. Home built amateur radio equipment will, under the new re gulations, once promulgated, not require notification. The sticky poin
t is with commercial manufactured equipment that will still need to be app roved. ICASA is however coming around to the concept of self-conformity te sting which means the importer can submit a test certificate obtained by t
he manufacturer from any accredited test Laboratory in the country of manu facture or anywhere else in the world. A similar process is followed in th
e USA and Europe.
The SARL has also pointed out that the long delays in finalising and publi shing the Regulations is a serious draw back for South Africa radio amateu
rs and has requested that an urgent meeting be arranged to discuss an inte
rim solution.
SARL NEXT GENERATION BEACON FUND STANDS AT R26 500
The crowd funding initiative to collect funds for the SARL Next Generation
Beacon Programme was initiated by AMSAT SA. During the past week R1 300 w
as received from three donors including one from the UK. The fund moved fr
om R25 200 to R26 500 which is still far short of the R60 000 target requi
red to finance a beacon in the Karoo and the Western Cape.
Good progress is being made on a site in the Karoo with a MOU about to be
signed between the SARL, the owner of the farm and a company that manag
es the tower facilities. During the past few weeks there have been some in teresting developments in the reverse beacon network project where remote
receivers will report and send decoded information to a website in real t
ime, which opens many more possibilities.
AMSAT SA and the SARL thank all who have thus far contributed. Help us to

CONTEST NEWS
The second leg of the SARL VHF/UHF Digital Contest will take place from 05
:00 to 11:00 UTC on Saturday 18 and Sunday 19 September. Get all the rules
on page 47 of the Blue Book.
Thirty-one logs were received for the SARL 40 m Grid Square Sprint held on
28 August. The checking process is on the go and the results will be publ ished in HF Happenings 963 in the coming week.

HF PROPAGATION AT THE EQUINOX
Here comes Spring, the time of year when the southern hemisphere emerges
from winter and looking forward to spring on the HF bands. At the same ti
me, the northern hemisphere amateurs are finishing their summertime HF d oldrums. Right in the middle of this transition is September's ver
nal equinox for the southern hemisphere and the autumnal equinox for the n orthern hemisphere. What effect does the equinox have on HF propagation? R

PROPAGATION REPORT
Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
be at low to moderate levels. There are currently two sunspot regions vis
ible and some minor C-class flaring activity is possible. If you want to d
o your own frequency predictions, the expected effective sunspot number
for the week will be around eight. During the early mornings and late aft ernoons, the 15 to 30 m bands may provide some good DX fun. Please visit

2021 ARRL HANDBOEK EN ANTENNA BOEK NOU BESKIKBAAR
Die SA Amateur Radio Ontwikkelingstrust aanlyn boekwinkel het die 2021 ARR
L Handboek in sagte-omslag formaat in voorraad, sowel as 'n weergawe in

ONLANGSE IARU STREEK 1 POLITIEKE VERHOUDINGS KOMITEE AKTIWITEIT
Die IARU Region 1 Politieke Verhoudings Komitee (PRC) het gereageer op twe
e onlangse konsultasies van die Europese Kommissie om die amateur radio-st andpunt te bevorder. In die geval van die konsultasie oor 'Ontwerp van sel
fone en tablette om volhoubaar te wees - eko-ontwerp' het die PRC besluit
dat die geskikste antwoord in die vorm van 'n skriftelike voorlegging is.
In die tweede geval, die konsultasie oor die gedelegeerde wet onder die
RED oor die onderwerp 'internet-gekoppelde radiotoerusting en draagbare r adiotoerusting,' was die IARU-antwoord een van 26 wat die kommissie ontv
ang het. Die Gedelegeerde Wet het ten doel om die beveiliging van toestell
e wat met internet verbind is, te versterk, waarvan die meeste na verw
agting deel uitmaak van die â-˜Internet of Things' en draagb
are radiotoerusting. Die IARU is egter bekommerd oor hoe die Wet geïm plementeer sal word en hoe dit amateur radio kan beïnvloed.
DIE SARL NASIONALE VELDDAG
Die tweede been van die SARL Nasionale Velddag duur van 08:00 UTC (10:00 S
AT) op Saterdag 11 September tot 06:00 UTC (08:00 SAT) op Sondag 12 Septem
ber 2021. Die doel van die Velddag is om soveel as moontlik stasies in Sui der-Afrika op al die HF amateur bande (uitgesluit die 60, 30, 17 en 12
m bande) te werk. Foon, GG en enige digitale modus wat die volledige ui truiling kan stuur, kan gebruik word. Die uitruiling is die aantal sende
rs by jou stasie, die Velddag-bedryfsklas en jou provinsiale of lands-af korting.

MEER OOR DIE TIPE GOEDKEURINGS KONSEP REGULASIES
Die SARL het hierdie week meer gesprekke met OKOSA gehad en berei nou 'n v erdere reaksie voor op die Konsep Regulasies en die uitslag van die onlang
se openbare verhoor. Tuisgemaakte amateur radio-toerusting sal ingevolge d
ie nuwe regulasies geen kennisgewing vereis nie. Die probleem is kommersi
ële toerusting wat nog goedgekeur moet word. OKOSA kom egter tot die
konsep van self-konformiteit toetsing, wat beteken dat die invoerder 'n
toets-sertifikaat wat deur die vervaardiger verkry is by enige geakkredit eerde toetslaboratorium in die land van vervaardiging of elders in die w êreld, kan indien. 'n Soortgelyke proses word gevolg in die VSA en
Europa.
Die SARL het ook daarop gewys dat die lang vertragings in die afhandeling
en publikasie van die Regulasies 'n ernstige terugslag vir Suid-Afrikaans
e radio amateurs is en het versoek dat 'n dringende vergadering gereë
l word om 'n tussentydse oplossing te bespreek.
SARL VOLGENDE GENERASIE BAKEN FONDS STAAN OP R26 500
Die skare-befondsings inisiatief om fondse vir die SARL Volgende Generasie
Baken-program in te samel, is deur AMSAT SA begin. Die afgelope week is
R1 300 ontvang van drie donateurs, waaronder een uit die Verenigde Koni
nkryk. Die fonds het van R25 200 na R26 500 gestyg, wat nog ver onder di
e teiken van R60 000 was wat nodig was om 'n baken in die Karoo en die Wes -Kaap te finansier.
Op 'n perseel in die Karoo word goeie vordering gemaak met 'n MOU wat onde rteken moet word tussen die SARL, die eienaar van die plaas en 'n ondern
eming wat die toring-geriewe bestuur. Die afgelope paar weke was daar 'n p
aar interessante ontwikkelings in die tru-baken netwerk projek, waar afg
eleë ontvangers oor gedekodeerde inligting sal rapporteer en na 'n we
bwerf sal stuur en baie meer moontlikhede te bied.
AMSAT SA en die SARL bedank almal wat tot dusver bygedra het. Help ons om
dit te laat gebeur deur aan die fonds te skenk en die mikpunt van R60 000
oor die volgende maand te bereik. 'n Lys van donateurs is beskikbaar op d

HF VOORTPLANTING BY DIE DAG EN NAGEWENING
Hier kom die lente, die tyd van die jaar wanneer die suidelike halfrond
uit die winter kom en op die HF-bande uitsien na die lente. Terselfdertyd
is die amateurs van die noordelike halfrond klaar met hul HF aktiwiteite
vir die somertyd. Reg in die middel van hierdie oorgang is September se l
ente dag en nagewening vir die suidelike halfrond en die herfs dag en nage wening vir die noordelike halfrond. Watter uitwerking het die dag en nagew ening op HF -voortplanting? Lees die artikel in HF Happenings 963 wat in d
ie komende week gepubliseer sal word.
HF VOORTPLANTINGSVOORSPELLING
Hannes Coetzee, ZS6BZP, berig dat die verwagte sonaktiwiteitsvlak laag
tot gematig gaan wees. Tans is daar twee sonvlekke sigbaar en daar is 'n
moontlikheid van geringe C-klas sonfakkels. Diegene wat hulle eie frekwen sievoorspellings wil doen, kan 'n verwagte effektiewe sonvlektelling van
agt vir die week gebruik. Radio amateurs kan vroegoggend en laatmiddag go
