    Maybe not 'fully-licensed', but what about 'partially-licensed' - such as FL or IL?

    I've never masqueraded as a FL or IL holder either. For one, they didn't exist when I used 11m (1993/94) and for two, I never transmitted on the amateur bands until I was authorised to do so.
