The local SPCA is pretty slick about screening people.
I just had a flash of insight: I'll bet that dogs are also a
part of an "alternate economy." I'll bet that outside of what we think
of as normal channels, there are people breeding and selling dogs
with no thought of any specific conformity, as long as the dog looks
"bad."
