New Budgie Advice

I got a pair of budgies about a week ago, and I've run into a few problems. First of all, I think I may have gotten a male and female, and they seem to absolutely HATE each other. The male(?) follows the female(?) around everywhere, and she gets really
really annoyed with him. They fight a lot during the day.
Secondly, they are still absolutely terrified of me. The most progress I've made with them is that they will eat from their bowl while my hand is in the cage, but they will not eat from my hand. They still get scared when I move around a lot near their
cage. I think they are so busy hating each other that they don't want to bond with me! Help!
