    Alaska, before moving to Australia. He showed me a photo of his city. I
    noted that the street lights were on, despite it being day time. His
    response: "Oh, it was Winter when the photo was taken. If the street
    lighting is switched off, they can't be re-started until Spring, because
    they are mercury vapour lights. Mercury freezes solid in Nome during the Winter." There was no snow to be seen.

    Fundamentally, snow is just frozen rain. If the weather is dry, then it
    won't snow.
