This is a long long soap opera, going back many decades. It's also deliciously fun because it's easy to see how this one turns out. The
problem isn't going away and no one is really fixing it. Sooner or later
the home owners will figure out that they need the public's help--beyond
the city of Lake Oswego--or they end up with their own private sewer.
