I'm very familiar with this building. Before it was city hall it
was Central Grade School. My first 6 years of public education were in
that building. The building scared the hell out of the administrators
because they considered it an ancient fire trap. A good deal of the
interior was varnished hardwood. We didn't have stone floors or a
    sprinkler system.

"City hall broken into using code ‘1234’"

"A woman allegedly broke into Newport City Hall on Monday, using the
code “1234” to gain access before damaging the building and contents.

According to an affidavit of probable cause, a Newport police officer
responded to an early morning fire alarm on the main floor of city hall,
and when he arrived, he saw a woman flee on foot south down Highway 101.

Inside the building, the officer found a large gash and several chipped
areas on the stone floor, and a large wooden sculpture was laid on its
    side, broken.

“The main break room was destroyed,” the affidavit reads. “A large
potted plant had been thrown to the floor … There was a very strong odor
of smoke … The window of the break room was open and the screen pushed outward hanging in a tree. There was a broken plate … the couch was
pushed out from the wall” and “outside the window were smoldering items from inside the break room.”

The officer located the woman at Southwest Neff Way and Highway 101 and identified her as Nicole Carlson, 40, whose address is listed as general delivery, Newport. Carlson told the officer she entered the building
using the code “1234," according to the affidavit, and said she’d pushed over the wooden sculpture “as it was full of spiders.” She also admitted
to breaking other items, burning books, and pulling the fire alarm, and
told the officer she did so “because she was dying and needed help,” the affidavit reads."

The "main break room" was probably the teacher's inner sanctum
back in the day. Students weren't allowed in there. All of the adults
went in there to smoke during their breaks.
