    A REGIONAL PLAN FOR LOW-INCOME HOUSING

    The Missouri Housing Development Commission is encountering seemingly
    growing opposition to its efforts to finance low-income and moderate-income housing in parts of St. Louis County.

    To try to head off such objections in the future, the agency says it will
    begin notifying elected officials in communities where it is considering applications to finance such housing. In addition, the commission says it
    will hold meetings to get input from residents before agreeing to finance housing proposed for their communities.

    In many ways, this is a wise policy even though elected officials and
    residents shouldn't have veto power over where needy people can live. At the same time, the public and political opposition in some instances is understandable.

    In one recent case, for example, the panel was asked to help finance a North County apartment complex in which a few units would be set aside for needy
    and working families. Opponents of the complex produced indisputable numbers showing that North County already was absorbing a disproportionate share of this housing.

    In other instances, the opposition has taken on class and racial overtones. That's why housing advocates and public officials need to initiate
    educational campaigns to combat misguided opposition to housing for the
    needy.

    A good place to start is with the point that the Housing Development
    Commission isn't in the business of creating ghettos. It tends to help
    finance multifamily apartment buildings in which a small percentage of the units is set aside for low-income renters. The rest are rented at market
    rate, meaning most of the tenants fall into the middle-income range.

    In addition, public officials and housing advocates should begin discussing
    the low-income housing issue in a regional context. Cities and counties in other states have tried to spread housing for the needy as evenly as
    possible throughout their metropolitan areas.

    This policy prevents any single municipality from being overburdened with low-income housing and potential neighborhood deterioration. The absence of
    a similar policy here explains why much of the housing for the needy is confined to north St. Louis and North County.

    Dramatic surveillance footage and crime-scene photos obtained
    by CNN show the deadly progression of a shootout between rival
    biker gangs in Waco, Tex., in May that left nine dead.

    In the silent video, men sporting tattoos and black leather
    jackets starting punching each other, pull guns and fire, or
    hit the deck as scantily clad waitresses flee the scene.
    Photos show men lying dead in pools of blood next to
    motorcycles.

    The incident resulted in the arrest of 177 bikers charged
    with engaging in organized crime activity — none yet
    charged with murder — and the recovery of 480 weapons.

    “I asked anybody who had a gun to raise their hand,” Waco
    Officer Ryan Holt wrote in a police report obtained by CNN.
    The network reported nearly everyone did.
