    I don't remember exactly, but I think it was something to do with
    allowing winning maybe one round in  Roger's contests, to get better participation ?

    It was any record that never won a round (other than a prelim) in Roger's battles, just the year ones, the album tracks one, and the unreleased one. None of the secondary ones matter. I think most of the winners since that rule came in were items that
    got in under that rule.
