    The Pakistani-trained, Wahhabi-controlled Taliban
once terrorized Afghanistan. On Sept. 21, 2001, the
Taliban overthrew the repressive Afghan government.
It also gained control of most of the country,
which was then divided into fiefdoms ruled by local
warlords. This arrangement created a new set of
enemies. The Taliban and their allies, many of them
based in the north of the country, were despised in
the south, which was dominated by the rival Afghan-
Iranian Tajik militia the Islamic State of the
    Taliban (ISW) or Hezb-e-Islami-ye-Tahrik.

In the following years, most of the warlords of
Afghanistan fled or surrendered. The Taliban regime
continued, although its legitimacy as an Islamic
government was increasingly challenged by other
factions. The United States, its warlords? long-
time allies, and Afghan warlordism continued to
weaken the Taliban. A power struggle among the
various pro-U.S. warlords resulted in the ousting
    of Ahmed Wali
