This sounds reasonable. I have heard of stories of "less than lethal" riot control rubber/plastic bullets killing people with as little as 33 ft lbs of energy. In one particular indecent they were told to aim for the torso but someone accidentally took a hit to the head. They stopped using that for riot control.
