    At bare minimum, he should ask her if it's okay with her that he does that. He's causing the problem by not respecting his neighbor's polite request. It DOES NOT matter if he or anybody else thinks it's petty, it's her home and her right to protect it

    Wow, I realize this is old, but communities with a LOT of snow spececifically pass ordinaces against just such unneighborly actions. It's kind of like keeping your dog poop on your own yard -- because no one else wants it.
