Tech Help: 1965 Bally Bonus Unit not counting down

When the reset pawl goes to reset the pawl stays against the ratchet wheel and does not come out of tooth.
Unit is fully cleaned. don't understand how the reset is suppose to work? springs are good the small spring is on the reset pawl and applies pressure when plunger try's to reset unit and does not move
Many Hours on this problem very frustration!!!!!!!
Worked on many pins but can't seem to figure this one out?
