    during game play all the tiles are selected but one player cannot meld, does the game continue as normal or are there additional rules for this situation. Actually had this happen, four players, no one melded and all the tiles were drawn, each player had
    26 tiles, three players melded one could not make 30. What's the take on this.

    I think you might do better to ask on the Boardgamegeek, which has a set
    of forums especially for the game:

    They are hardly a bustling hive of activity but they are more so than
    r.g.b. - and all the people watching that particular set of forums will at least have played the game.
