    No. The formula in my article has no "shift", and I have no idea what
    you mean by it.

    49 < 50, so this case is not for the formula starting with 74.

    84 - 4*49/10 + 2*(50 - 49) = 66.40

    Not much difference, and "no double, take" in both cases.

    If you want one formula for ALL, use

    80 - l/3 + 2*Delta l

    If you have difficulties dividing by 3 or want extra accuracy at the
    cost of an additional formula, use

    84 - 4*l/10 + 2*Delta l (l <= 50)
    74 - 2*l/10 + 2*Delta l (l >= 50)

    And before you ask what to do if l = 50, work out the result for both
    formulae yourself and meditate on it. (-;
