And it doesn’t. But that still leaves unanswered, what crimes are left for his ‘regular’ penalties?.

Yea, because again; “It doesn’t make sense to you,” because you don’t understand that it’s not about.
“best interests” of those committing those crimes. Otherwise THOSE sentences would be lessened.
(Stand by for, “Gee, I don’t understand that, it doesn’t make sense ‘to me’).
