I believe that there is no administrator, and you need to use a different new reader, such as Thunderbird, to remove all of the "chaff". The are a number of threads further down suggesting how to do that.

There isn't an overall administrator for RAS, but there are administrators for the servers
that deliver RAS to you. Google is one of them, but they do not filter out the spam (a
common practice); Eternal September is another, and they do filter out the magic mushrooms
and most of the other junk. I use Thunderbird for my mail and newsgroup client, so I am
able to get my almost junk-free RAS from Eternal September, using this "recipe":

    https://www.big-8.org/wiki/Getting_Started_with_Usenet

Any junk that does make it past Eternal September's filters can be dealt with by using the
filters built into Thunderbird. So far, September is doing such a good job, I haven't had
to invoke any of Thunderbird's filters.

.. and if you don't like Thunderbird, try Pan or Forte's Agent Pan.
Pan has both Linux and Windows versions while Forte's Agent is Windows
only, I've used Pan since I dumped Windows in favour of Linux, but Agent
but is by far the best NNTP (newsgroup) application I've used.

    Both are free downloads.

For those looking for an iPhone RAS Usenet reader…

I’ve been using NewsTap. Works great. Setup with Eternal September and the spam is gone.

There’s a Lite version for free that allows you to read one Usenet group.

    Enjoy.

According to the App Store preview you referenced, it allows you TWO groups, but I will
    only need one.

I installed the app on my iPhone 6, set it up easily for the eternal-september server
(much easier than setting up Thunderbird), and it seems to work very well. No magic
    mushrooms, either!
